The portal is not open to every passport. The official FAQ lists the nationalities that can currently use the eVisa, so that list is the first thing to read.
Lead time: create the application at least 7 days before departure.
Eligibility: the FAQ lists the nationalities that can use the eVisa.
Result: approval and the download link arrive by email.
At the border: passport valid at least 6 months from arrival, printed eVisa, itinerary, hotel details for tourism, and a supporting letter for a business or family visit.
